My IPad 2 says unable to join the network when trying to connect to my IPhone’s hotspot. Is there a fix for this?

Well, that IS my wifi a lot of the time, so how can I fix this? All devices (ipad 10th 16.2, iphone SE 3rd 16.2, MBA M1 Ven 13.0.1) connect to the hotspot and use the data just fine.

Have you followed all the steps in Apple's support document How to set up a Personal Hotspot on your iPhone or iPad?
