My icloud plus email, custom domain email absolutely will NOT provision itself....

I have tried for 3 days now to set up your new custom domain email service with a new private domain that I purchased and I must say, after following your setup directions exactly as you print within support, the custom domain email is NOT provisioning no matter how long I wait.

Secondly, as the CEO of nonprofit agency, as of Aug. 1, I am going to be required by law to be totally HIPAA compliant especially when sending certain documents and depending on the level of confidence. So in reading up on your HIPAA compliance, I guess that I have to first install additional email encryption onto my apple mail, which insures no snags during email transmission. The issue is here is that you all require me to download custom apple email certificates, which is part of the developers website at Apple. So please, would an expert and preferably an Apple employee/manager help me get this deployed ASAP? Your installation documentation is super complex and almost not comprehendable because I do not know any computer code languages which these certificates create.
