Mike,

If a Member wants to leave the group (which would be a reasonable thing to do if the Organizer is no longer active), as long as they are over 13 they can remove themselves from the Family Sharing group:

Leave Family Sharing - Apple Support

Then they can put their own payment info onto their own account.
