What does “Somebody joined the note” mean?

I have a shared note with someone. Occasionally the icon at the top will have a blue dot, and the activity will say “somebody joined the note.”

does this mean the person it’s shared with accessed the note? I thought you couldn’t see if someone read the note, only edited? Why doesn’t it say their name?

Thanks. It’s showing as “invited” but is showing in the activity that Somebody has joined the note, so the above doesn’t exactly answer my question
