Where can I find an authorized Apple battery replacement vendor.

Apple doesn't allow the iPhone 8 Plus battery to be distributed. They either install it themselves or they work with authorized service providers where they are only allowed to perform a complete replacement service that includes an exchange of the previous battery.

Other than that, Apple has DIY repair parts through a specific vendor (Service Parts or Tools, Inc.), but only for certain models starting with the iPhone 12. They don't absolutely require that the previous battery be returned as an exchange, but there's a certain credit for it where I'd think most would do an exchange.
