Apple Watch Battery Health

I am buying a used apple watch series 5 he said that battery health is 97%. And he bought this watch almost 2.5 years ago.is it possible apple watch used for 2 to 3 years and it's only drop 3% battery health?

I would be very wary of that claim and also before you buy it make sure the person you buy it from follows all the steps on this page;
