The iPhone 6s has 16GB total storage but most of it is taken up by system and other which means I’m left with only 4GB to use hence i cannot delete apps I don’t need because there still wouldn’t be enough storage, what can I do?

The iPhone 6s I’m using has less than 4GB storage while the other storage is taken up by system and other(it’s a 16GB total storage)..I’m trying to update to IOS 15 but I can’t because I need 3,46GB I tried to delete apps and I still couldn’t get to the number aforementioned After deleting “ALL” apps I finally had just about enough storage still my phone can’t do the update..what can I do?
