I recently bought iPhone 13 and updated the ios to ios 15.5. Now when the phone is charging, the touch is unresponsive and the swipe up to get back from any app doesn’t work. So to get out of any app I just have to remove the charging.
If you have not already done so, try a Forced Restart aka Hard Reset to see if that might help:
