sending Apple Cash to son

Every time I try to send a test $1 to my son it keeps getting denied. I am using a valid cc and it does have $ on it. Just not sure if he needs to set something up on his end but I’m definitely missing something. Any suggestions?

Please make sure Apple Cash is setup on their iPhone as well!

Open Settings on iPhone
Scroll down and tap on Wallet & Apple Pay
Toggle Apple Cash on
