Use shortcuts to disable notifications for a specific app

Can I use a shortcut to toggle notifications for a specific app?

Focus isn’t a great choice because I’d have to “allow” notifications from all apps except this one, as well as allow notifications from all contacts, and that’s just impractical to setup.
