Apple Intelligence is now available on iPhone, iPad, and Mac!
Will apple reach out to the registered user to see if it was stolen or abandined? Or if they want the device back?
I am not trying to do anything other than see if it was intentionally left behind or if they meant to get rid of it. If they want it back I can make arrangements. If not, I’d like to unlock it and wipe it.

No. Apple will NEVER help with a locked device except with proof from the original purchaser with the original purchase receipt, clearly showing the iPad serial number on the receipt. Since that isn't you, you purchased a totally useless device, which is ONLY suitable for recycling.

NO. Apple will NOT get involved in lost or stolen devices. They won't try to find the original owner. They won't get involved at all.

It's a lost cause. Recycle the device appropriately.

I am not trying to get it unlocked by apple I’m trying to get it back to the owner if they still want it. Will apple help facilitate that?
Agree with the other comments. Apple won't do anything as they don't consider it any of their business to reunite a device with a previous owner. It's also a security issue.
