Changing the Recovery eMail:

Contact Apple Support, asking the Apple Rep to modify it for you. If permitted, they will do so on their end. They'll run you through the fix.

Apple Contact Info:

  • Contact Us - Choose Locations
  • Proceed from there, as necessary
  • Why the Wait: Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

As the article that shoeluvr13 posted points out, w/ 2FA enabled, regaining account access is largely handled thru your trusted devices AND trusted numbers; with "security-related" notifications being sent to your "Notification" eMail address.

Not emphasized enough IMHO are how VITALLY important these "Trusted Numbers" become if you loose access to ALL of your trusted devices. (Think theft, fire, man-made and/or natural disaster, etc.)

They can be SMS-capable mobiles or voice-only land-lines; and their selection warrants serious deliberation as to how you intend to execute your own disaster-recovery.
