ipad has been updated to ios 15.4.1, but keeps cutting off and back on (it says hello, as if it’s new and Im setting it up when it comes back on) as if it has just updated while Im iusing it. Then it says I need to activate my iPad and sign in with my Apple ID and password to use it. Why is this happening and how do I resolve it?

Given the age of the iPad, I would question if there is a battery issue. If you have an Apple Store close by, I would make a Genius Bar appointment and have them run diagnostics on the battery. Genius Bar Reservation and Apple Support Options - Apple
