Apple Pay UK - is there restrictions for under 16 year olds?

My son has his debit card set up on Apple Pay and uses it frequently when he is out with friends. For instance it works when he is in Tesco Express. He has this evening gone into a local newsagent (where I have previously successfully used Apple Pay) and it refuses payment.

My question is, is there some kind of restriction on Apple Pay usage for under 16 year olds and where they can use it? The newsagent is also an off license, but he was unable to purchase a bottle of water and chocolate bar? We had this happen when we were away on holiday in the UK and he was unable to purchase an ice cream for him and his sister in a winery shop.

For Apple Pay, the only requirement is that the Apple ID being used has a minimum age of 13 or over set for it.

If you are over 13, and have a supported debit or credit card, you can use Apple Pay.

If you are referring more specifically to Apple Cash card, then you need to be 18 years or older to make use of it.
