M1 mac mini confused by two identical displays

My 2022 M1 Mac mini is connected to two identical displays, one via the built-in HDMI port and the other with Apple's thunderbolt to HDMI adapter. When waking from sleep the mini seems to randomly decide which display is right or left side. Waking the computer and finding all of the windows swapped right for left is annoying because I typically use the display on the right for my active application and workspace. Does anyone know of a fix for this issue?

Thanks for the suggestion, but my energy saver preferences are set to 15 minutes with the no-sleep button checked. I think this may be a software issue because the Displays preferences also seems to get confused. Maybe the Mac OS HDMI handler has no way to differentiate when two identical devices are connected?
