You cannot even track a fully charged phone via IMEI. Here are the things that have to be working for you to track a lost or stolen iPhone with Find My. If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support
It has to be powered on, Find My iPhone has to have been turned on before it is lost/stolen, and the device needs to be connected to the internet.
