I have been locked out of my apple ID and have followed the steps to unlock my account by resetting my password and ive done it 4 times now and it keeps going round and round saying the same thing

I have been locked out of my account and have been instructed to follow the steps to reset my password and unlock my account. I have done this 4 times now and it keep going through the same process but never unlocks my account. Please help.
