You will need a home hub device to use the Home app and control your HomeKit accessories.

Whst do you mean by not the software? The HomePod and iPad are Hubs to use if you want to use Apple HomeKit to run smart devices. You can use the Home App on any of your iPads or iPhone or Mac if signed in with the same Apple ID
Excuse me I have read that, but it says you can use IPad (IOS) as a hub, and also iPhone(IOS) to set them up.
I just wanted to do the same for the M1 iPad Pro. My iPad Pro previous generation works...
