Locked Apple Watch for Verizon

I bought a brand new Apple Watch 7 + cellular. When I put the IMEI into Verizon to start a line, it says that the Watch is locked. How do I get this unlocked? According to the Q&A on Target, it was coming unlocked.

Apple Watch keeps unpairing during initial set up I just purchased a new Apple watch series 8 and began to pair it with my iPhone 12. I got past where it is paired and I tell it which wrist I wear the watch on, and it began doing something else that would take a few minutes and then it starts to unpair. Apple Watch resetting to New York and Cupertino All I just got a new iPhone 14 pro and synced it to my Apple Watch 6. Most apps work fine but the weather keeps resetting to New York and Cupertino instead of about 20 other cities on my iPhone. Both devices are on their latest os versions and I restarted both number of times. I also unpaired and paired it. I tried Apple support but they were clueless. I also deleted NY and Cupertino from my watch but they keep reappearing The weather app worked fine on my old iPhone 8. The cities show fine in my Apple Watch app on iPhone, just not on my Apple Watch. Anybody knows the fix? Thanks

Watches are not locked to a carrier. You need to contact Verizon about activating the cellular on your Watch. You need to activate cellular for the Watch if that is what you want.
