Having updated your iPad, you cannot restore an earlier version of iOS/iPadOS than is now installed on your device.

All System Updates are digitally signed by Apple - and can only be installed whilst the digital signatures remain valid. After release of a new iOS/iPadOS version, the immediately preceding version continues to be digitally signed by Apple - however, usually within a few days, Apple will revoke the digital certificate with which the earlier version is signed.

The currently signed version of iPadOS 15.5; all prior versions have had their signatures revoked.

As you cannot restore an earlier version of iPadOS - and given that you complain of something not working - perhaps you can outline your actual difficulties? With the benefit of more information about your problem, contributors here may be able to offer some help or guidance.
