Yes, a current Participant can become a co-owner. Please read on! Your Participant may have removed themselves from the Apple Card Sharing. If this is the case, please follow the links below on adding to Apple Card Sharing. They may also have more than one Apple ID and are currently logged into a second Apple ID. If they’re out of the country or behind a VPN (perhaps at work) that can be an issue too.
This can get a little tricky and can cause issues if not done properly.
1) Update both iPHones to latest version of iOS.

2) Restart iPhones
Force restart iPhone - Apple Support
3) Remove Participant as a Particpant. An account owner can remove the particpant or the participant can remove themselves.

4) Particpant should log out of their Apple ID and log back into their ID.
5) Invite the person to be a co-owner.

Since they are already a part of Apple Card Family (just not a particpant any more) they’ll receive the invitation to be a co-owner.
What account owners and co-owners can do on a shared Apple Card
- They share full responsibility for the account balance and all payments, even if one account co-owner does not pay.
- They can build credit together equally, which means that account owners and co-owners are each reported in their own name. Credit reporting includes positive and negative payment history, credit utilization, and additional information. Card usage and payment history might impact each account co-owners credit score differently because each individual's credit history will include information that's unique to them.
- They can immediately use their shared Apple Card to receive unlimited Daily Cash back on their own transactions.
- They can add or remove participants and order a titanium Apple Card for participants who are under 18 years old.
- They can view participant activity and account co-owner activity.
- They can set transaction limits for participants, lock a participant's ability to spend, and receive notifications on participants spending.
- They can request a credit limit increase.
- They can close the shared Apple Card account at any time, but are still responsible for paying any remaining balance.
Another item to be aware of is the account changes from an individual account to a joint account. The joint account cannot be split into two individual accounts. If a co-owner quits the account or removes themself from the account. The joint account is permanently closed, both parties are still responsible of the entire account, not just their spending and if either party wants an individual account, they would need to reapply for an individual account.
