I have rebooted my iPhone 11 Pro and I forgot the passcode to it I tried many times and it put me on a security lockout for 15 minutes I know I can erase the phone but it’s not showing me the option because it’s not connected to the internet and I can’t connect back to my internet. Is there a way for me to unlock my phone without a laptop or computer since I don’t don’t have them?

No. You will need a computer if you don’t have a “reset” message on the screen. You will have to borrow one, or make an appointment at an Apple store.

They will probably do it, but they will almost certainly charge unless it is an Apple Authorized Service Provider (AASP). Apple will not charge, but make an appointment to avoid waiting.
Can I go to any phone repair shop and ask if they can do it?
