Apple credit card

So my Apple credit card was deactivated because somebody was running up charges on it and I got most of them refunded now but I can’t see them on my card and it’s still saying that I owe it money I can’t see my statements or my refund that I got issued so how do I get access to my credit card I’m locked out of again?
