If I'm purchasing a phone on apple without the service, can I use my apple gift cards towards the purchase?

Apple states use it to shop the App Store, Apple TV, Apple Music, iTunes, Apple Arcade, the Apple Store app, apple.com and the Apple Store.
So yes you can use Apple Gift Cards towards Devices.
