Syncing iOS devices works by using the Finder and not iTunes, as in previous macOS versions:

Use the Finder to sync your iPhone, iPad, or iPod with your computer - Apple Support

iTunes has been replaced by the Music app:

Listen to music and more in the Apple Music app - Apple Support
