Could you be more specific as to where you want to reorganize favorites?

If you're referring to bookmarks on Safari, please see: Bookmark webpages in Safari on iPhone - Apple Support

If you're referring to the Phone app:

Open Phone on Safari
Tap on Favorites
Tap on Edit (upper right corner)
Tap and drag contacts from the right side up or down.
