How to open my MacBook, it’s used, and am trying to open and set it up for Me, the startup screen is black, with a smiley face in the middle, it say to select a WI-Fi network, but the next key does not light, what do I do?

Not knowing much about the state of this notebook, I can only offer that you give the following a try:
Try booting it up in Safe Mode. If successful, you should see the macOS Desktop on the notebook's display.
Was it successful? If not, what were the results?

It sounds like your Mac started up to macOS Recovery and discovered that it wasn't activated yet.
If a Wi-Fi icon appears in the top right corner of the screen, click on it, and select a nearby Wi-Fi network to join. Ideally, this shouldn't be a "free" Wi-Fi network that doesn't a password. (Those networks typically have a captive portal page that probably won't work here.)
If a Wi-Fi icon doesn't appear, try connecting an Ethernet cable to your Mac using any necessary adapters (such as the Belkin Ethernet to USB-C adapter).
