Can I still download my iPhone photos to the Photos app on my laptop? It doesn't seem to work!

Do you have "My Photo Stream" enabled in both your Mac and iPhone:
If you do on both devices any photo taken on your iPhone will automatically be imported into the Mac's Photos library when they are both connected to the same LAN.

I can see the images on my iPhone when I connect it to Photos, but the images won't download. I don't want to enable iCloud photos on all of my devices because I want the photos on my laptop, not in the cloud.
What happens when you click on "import all new ..." (top right), or when you select an item(s) and then click on import?
If you use iCloud to sync, your photos will download automatically to your laptop as well as any connected devices.
Thank you both for your suggestions. The problem turned out to be one of scale - Photos just didn't want to download 3,000+ photos in one go! I've been doing it in smaller chunks and it's working fine.
One concern I have about syncing my photos via iCloud is that if I delete an image from my phone, will it delete it from my laptop, or vice versa?

Of course. You can either import images directly when connected. Or, enable iCloud Photos on all devices for automatic transfer.
Correct. If you sync with iCloud, everything will be kept in sync. So, edits on one device will reflect on all connected devices.
