Hi,

I don't know if it will be the same for whatever OS you're running, but for mine open Safari > Safari Menu > Preferences > Privacy > Cookies and website data.

The default is for cookies to be "on" (allowed) and the user has to opt out.

What indication are you seeing that they are "off"? Error messages maybe?
