Anyone run into an issue whereas Apple Shortcuts tells you to you need to enable Allow JavaScript from Apple Events, but that is already enabled and authorized? If so, how were you able to get it resolved?

Similar cases where settings get confused? Yes.
Usual work-around for the confused-settings case is to switch the setting the other way (if it’s “on” but not registering as “on”, turn it “off”), restart the iPhone/iPad/Mac, and toggle the settling back to the desired value.
On rare cases with a Mac, a Safe Mode reboot can clear some of these, too.
I suspect there’s a very obscure preferences caching bug somewhere.

If there are add-on anti-malware apps, add-on cleaner apps, add-on browser extensions, disable and remoce all of those per vendors’ instructions, restart, and try again.
