I want to transfer all my photos from my old iPhone to my new one, I have the same Apple ID and for some reason it says backed up but my pictures are not showing on my new phone

Make sure that the new device's iCloud settings for Photos is turned on. If so, it takes awhile to download and sync all those photos.
Try to reboot the device and see if it re-syncs.
