Adding flag emojis such as that requires the group to have an ISO-3166 code, and there isn't a way for the general public to request that one be created. For reference, other types of emojis are created by the Unicode Consortium, not Apple.

As of now, nobody is able to. The first step in the process would be for someone with authority to represent the group to apply for a code.
