Can i get mobile data on my iPad if it's WiFi only??

You've answered your own question. If the device is capable only of Wi-Fi it is not equipped for a SIM for data. You would need an iPad model that is capable of both Wi-Fi and data (ie. Wi-Fi + cellular)
