I just bought an Apple Watch7. There is a Activity App that looks like a bullseye & a Fitness App.

I believe you pay for the Activity app - how about the Fitness app? Is that free.

They are both free,the only paid one is called Fitness+ and that is a subscription service;

The activity app is free, that tracks your steps, energy and more. With the workout app, you can Do workouts.

Apple fitness + is a subscription avaliable in only a few countries
