Is the Apple Music family plan for music only & not arcade/TV & can it be used on android devices?

Correct, Apple Music Family allows you to share Apple Music with members of the Family Sharing group.
If you want access to all Apple services (such as Apple Arcade and Apple TV+) you should check out Apple One, Apple One - Apple.
