iPad control center swipe fails

How do I reestablish the control center on my iPad? The control center on my iPad no longer works. I’ve used the swipe from the upper right corner to open the control center on my iPad. Starting two days ago and when I do the swipe the screen just gets fuzzy and does nothing.
