I think my account has been hacked. I got an email saying my account has been locked. And I can’t seem to log out of my iCloud account.
please help me

Those emails are always fake; if it actually gets locked, you'll be told when you try signing into it instead of through email. Forward it to reportphishing@apple.com as an attachment.
Being unable to log out of it is a separate issue.

Hello ~ In addition to *Niel’s* excellent advice….if you have screen time enabled you may not be able to sign out. Take a look here:
