what performance can i expect from personal hotspot on iphone 13 pro

even though im on a 5g network when my imac connects to my personal hot spot the best download speed I can expect is 0.25 mbps

my phones download speed is in excess of 250 mbps so why is the hotspot so slow. changing maximum compatibility makes no difference. Tethered or wifi makes no difference.
