2019 macbook pro has static flashes on screen

It is hard to say without being able to see the problem. Even if we could see the problem it may be difficult to determine if it is hardware or software (or a bug even). Have Apple or an Apple Authorized Service Provider examine the laptop to get a diagnosis.

You can try connecting an external display and enable mirroring. If the flashes only occur on the laptop's built-in display, then you most likely have a hardware issue with the built-in display which will need to be repaired.

A momentary & transitory flash of the display as you are using the Mac..

I see this in the macOS 12.4 as well, I see it as a glitch in the OS or a bug.
