I upgraded to iphone13 and added series 6 watch with cellular. The cellular icon stays white and shared with my mobile number.
the watch and iPhone ring together.. Verizon says to get the watch to work independently I would have to purchase a separate plan.

Sure. That’s how the Apple Watch works.
You can have more than one cellular plan, but the Apple Watch cannot get a cellular plan independently from the iPhone.
