No internet error

Hi there im trying to pair my watch series 2 with my phone it's the latest ios but it constantly gives me this error that im am not connected to the internet!!

WatchOS 10.4 won't install because "not connect to internet" I have been trying to update my Apple watch see the past two days and the same message pops up over and over and over, I've tried resetting my phone, hard resetting my watch, unplugging and plugging my router, but its always the same thing that pops up, what else can I do because clearly apple and their "geniuses" in-store can't fix it either

Can not update Apple Watch SE to 10.1.1 I get an error that it is Unable to verify update- the watchOS couldn’t be verified because you are not connected to the internet. I have an iPhone 14 iOS version 17.1.1. Restarted both devices. Unpaired and paired. Erased contents. Tried different Wi-Fi networks.
