First, you need to understand that iCloud storage is principally designed to provide a synchronisation service between devices that are signed-in to iCloud with the same AppleID - where iCloud keeps a primary copy of your photos, documents and data. While iCloud is a Cloud storage service, it operates somewhat differently to other Cloud storage (such as Google Drive, Microsoft OneDrive, Box etc.)
With iCloud, your locally stored files/photos/data are synchronised with iCloud storage - and from here are synchronised/downloaded onto each of your other devices (if any) that are signed-in to iCloud - unless the appropriate service is disabled in your individual device settings:
Settings > [Your Name / AppleID] > iCloud - set each service/App that you wish to synchronise to either ON or OFF as required.
