trying to restore a ipad that my son forgot his passcode too and only have chromebooks

iTunes doesn't run on a Chromebook/ChromeOS, so you will need to see if you can borrow another device or you will need to visit an Apple Store or Apple Authorised Service Provider to be able to restore the device.
