I joined the $30 family sharing plan , should I still be charged for the $9.99 2TB plan?

Assuming by "$30 family sharing plan" you mean the Apple One Premier plan, it should automatically switch you to the iCloud storage from the Apple One subscription once the free trial is over. You will get a prorated refund for your subscription and not be charged again while part of the Family Group and the Apple One Premier plan is active.
