Hi, Don Montanya, I don't have much in the way of suggestions, but I do have a few ones, do the usual stuff
1-reset smc/pmu as per the usual instructions with Intel Macs
2-zap pram 4 times on startup, again, as per the usual instructions with Intel Macs
3- If you hold down "Shift" on the keyboard on startup and keep holding it down, you'll get into "Safe" mode, you have to be patient though, as "Safe" mode takes longer to boot up than the usual .... then try to do that...
Your 2018 Intel Mac Mini supports up to 3 monitors.....1 at up to 4096 x 2160 @ 60 hz connected via HDMI 2.0 and 2 via Thunderbolt 3 at 4096 x 2304 @60 hz.....
as for not having the memory to do the upgrade sucessfully, are you talking about RAM or SSD/storage space in your 2018 Intel Mac Mini ?...... both are upgradeable, not necessarily user-upgradeable, but upgradeable nonetheless....perhaps something on Youtube might be informative, but that's just a suggestion.....
