Starting book Chapters on a new page in Pages

I’m formatting in Pages a KDP-Amazon paperback book. Using return and backspace I can get the Chapter headings to begin on a new page in Pages word processor. But when I export to PDF or RTF and upload the KDP-Amazon to publish the previews show inconsistent new page Chapter starts with some done correctly and others somewhere else on a new page or the previous page. Is there a fix?

I suppose your chapters have some kind of (nicely formatted) title. Use a paragraph style for your titles. One of the styling options for paragraphs is "Start paragraph on a new page". You find it on the Format panel's More... tab

I suggest you also create a new section for each chapter. This allows you to have different header and footer for a chapter starting page.

You might want to read up on paragraph styles in the Pages help.
