Can you use music downloads in other apps, such as. iMovie ?

Depends on which "music downloads."

If you mean purchased downloads from the iTunes Store, yes. They are unprotected and can play in other programs.

If you mean tracks from the Apple Music catalog that you download for offline listening, then no.
