New Apple Ipad can not load websites

So I have had this ipad for a little less than a year and do not use it everyday by any means. But when i try to load anything other than Google.com or news sources I immediately get a screen that says “Safari cannot open the page because the server cannot be found”. The wierd thing is that this is not only for safari, i tried other browser that I have downloaded and the same error occurs, on top of that the apple store will not allow apps to download, and even my microsoft word program will not let me change accounts since theres no access to their websites to do so. So far I have closed everything, changed my internet, tried my hotspot, tried restarting and hard restarting still nothing and now I reset my settings back to factory and its still the same error. If anyone has any ideas please let me know
