My shared album showed photos in the correct order as they looked when I created it on my iMac. On my iPad they were not in order. The key photo was different also. Other people’s devices showed them in a different order too, not as they displayed when created. grrrr
the only way to choose the order in a shared album is to add the photos one at a time in the order you want them to appear. I'm not sure if first is top, or first is bottom, so you'll need to check with a couple of images.
This is Ok, if you only have a few but is not very practical if you want an album with 100's of images. However, it is what it is.

Shared albums are by default ordered in the order they are added to the album. If you add multiple photos at once, then you don't know what order they are added in.
Only the latest versions of Monterey have the facility to sort a shared album by date.
I'm using Catalina. I first made an album in Photos, adding each photo after I edited it. Then I made a Shared Album by selecting the photos in the album and they displayed correctly in my shared album. On other devices they came out scrambled.
