Can't ssh after reboot
In Monterey, with Remote Login enabled, I can't ssh after a reboot until someone logs in via the GUI. How do we fix this?

Until you enter the FileVault password, macOS has not booted, so there is no operating system to remotely login to. You do not even have and sshd process for you ssh command to connect with.
If you have entered your FileVault password, then you should be able to ssh into your Mac without logging into an account.
Note: some users configure their systems to automatically login to there primarily account after entering the FileVault password. If you have your Mac configured this way, that might explain why you think you are logging into an account before you can ssh into your Mac.

Do you have FileVault turned on?
